Qualcomm QCC51

Program and Test Qualcomm QCC51xx dual-mode Bluetooth 5.0 RFSoC family members directly.

These chips do not have on-board flash, but boot off an external flash through QSPI.  As such, systems with QCC51xx series RFSoCs could be programmed using SPI flashing, a feature request which is tracked separately in https://plt.bcdevices.com/hc/en-us/community/posts/360043253151-SPI-Flash-Programming-and-or-SPI-Testing
